Cast-offs.

And Steiner is correct. If that assumption proves to be accurate and those TC-90 are merely airframes you have empty shells without purpose other than for utility value or VIP transport.

NOT to mention additional EW [electronic warfare] "suites" that are compatible with the aircraft and can be installed on demand. Task tailored as is necessary.

And as to the training of personnel to operate "systems" of what ever type that is another story.
