BEST [?] fighter plane in the world piloted by the BEST [?] fighter pilots TWICE within the span of several days now being scrambled into action, unidentified aircraft approaching and not responding to queries from ground controllers. NO combat but close.

A test of resolve, just to see how the British would respond at least with regard to item # 1. So I would think.
